joomla is a content management system (CMS) as is Wordpress.
They're designed for different types of content.
I've been blogging for a few years now, mostly on Blogger. It's a good way to build up your Google pagerank quickly -- if you refer to your website frequently.
Dreamweaver is no walk in the park since they introduced CS2 and CS3. You really have to know CSS to make it work. And its outrageously expensive! (I'm going to guess you're using a pirated version like nearly everyone in Australia...)
If you're still coding HTML, I'd recommend you look up NVU and its (alleged) upgrade Kompozer. Both are full featured WYSIWYG editors with site management, and CSS editors that are easy to configure.
The best thing about them is they are Open Source, like Wordpress, which means you just download them and go.
It really depends on what sort of site you want to build and how you want to market it. There are a number of strategies. There is no need to resort to black hat stuff.
