I'm going to assume that its a fake but on the original letter you should look at the logos and also if there any copyright info etc.

Don't EVER give your credit card info to anyone. If they are telling you that there are funds somewhere and they want to give them to you, it's a SCAM.

No idea. HOWEVER: does this e-mail have a link that says it is to Paypal within it? If it does, did you use it to log into Paypal? If you did, chances are excellent that you just gave away your user name and password! I get this sort of thing regularly. The link within the e-mail goes to a phishing web site that looks like Paypal EVERY TIME. Look carefully at the URL. If it doesn't start with https instead of http, you are screwed. Check your Paypal account for fraudulent activity RIGHT NOW.
