Why are there still parking meters around?

Isn't there a better paying method for parking?In Clearwater beach, Florida you pull up to the gate and take a ticket the gate lets you through and you go and park. Then as you exit the parking lot you pull up to the booth and the operator takes your ticket and it calculates how long you've parked there. Then you pay as you leave.Shouldn't that be the universal method of parking payments?

Some of those cities or towns haven't developed the newer method of parking payments.Perhaps they lack funding to set it up or cannot afford to employ people to work those jobs. Pinellas county is a pretty wealthy county. They get lots of money from tourists who spend their money to park at the beach.Others don't get as many tourist's money or enough tourists.The parking meter is the old method that's been used for many many years.
