Generally what the ABN was designed to do was to stop the cash economy. Every business was required to get one on its commencement hence why it is called an Australian Business Number. If you don't have an ABN the person you have done paid work for is required to withhold 46.5% of the total amount that you were to be paid (46.5% being the top marginal rate of 45% + 1.5% medicare levy). If you continue your business over several years you may be required by the ATO to submit PAYG instalment tax to cover any potential tax liability you may have with the ATO.
