are they owner's of the facility (home care) are allowed to hire tourist and illegat?
just wandering if there is no way the goverment can closed the business, do you think it is legal to hire a tourist to work?

No. If the person being hired is not legally allowed to work in the country,then they cannot hire them. All employers are supposed to hire people who have the proper paperwork to work legally.And the government can shut them down,if they don't follow the laws.
